Georgina Pinkerton, the crime boss behind the vicious and corrupt Captains of Industry, has reason to hate the costumed heroes known as Phenomenons. That hatred has spawned a slew of hideous experiments, each designed to produce a Phenomenon-killer—though none of them have done what Pinkerton hoped they would.
At the same time, Pinkerton has attacked the Phenomenons’ power sets, making it more difficult for them to fight back. The speedster Torque’s extraordinary abilities have become erratic. Revek, mainstay of the super-hero cadre known as United Front, can no longer rely on his unique magnetic-field tech. Better Angel, once the most formidable of the Phenomenons, seems to have lost her powers for good.
Now Pinkerton’s come up with a new, improved generation of super-powerful henchmen. Known as Counters, they’ve got the Phenomenons on the run. It seems like just a matter of time before Pinkerton gets her wish and the Phenomenons are wiped out.
